Soil and Groundwater Monitoring and Inspection Plan—Chiayi City in 2023

The main works of this project are 1. Groundwater monitoring well maintenance and monitoring. 2.Regular monitoring of farm land, soil co-sampling with crops, normal monitoring of farm land and sediment quality management. 3. Contaminated sites supervising and verification. 4. Gasline and diesel tank system management guidance and inspection, data reviewing of gas station declares. 5. Enterprises independent pollution prevention and management, high pollution potential factories tracking and pollution prevention guidance. 6. Contaminated investigation of announcement enterprises and technician visa verification. 7. Environmental education promotion works. The executive summary is as follows: (1). Groundwater monitoring well maintenance and monitoring Inspections of 56 groundwater monitoring wells were completed, 7 wells had abnormal appearance, and 4 wells had incorrect data. 3 wells need to remove foreign matter and clean the well screen, and 1 well (I00035) is abolished. The regular monitoring of groundwater quality by 13 wells involoved heavy metals, general items, TPH and VOCs. Ammonia exceeding the monitoring standard is the main problem. According to Mann kendall statistics Methods, the total hardness, total dissolved solids, sulfate, chloride, ammonia, total organic carbon, and fluoride in the groundwater of monitoring well I00018 showed an upward trend. The concentrations of total dissolved solids, chlorine salts, and total hardness in the groundwater of the monitoring well I00022 were abnormally high. (2). Regular monitoring of farm land and soil co-sampling with crops. The soils from 5 farmland plots in the Xiapi section in West District of Chiayi City were argets. 2 soil samples with arsenic exceeded the monitoring standards, Comparing the average value and standard deviation, there is no significant increasing trend; cooperate with the construction. 4 soil samples from co-sampling with crops showed heavy metal concentration do not exceed regulatory standards. (3). Normal monitoring of farm land. No pollution was found in the farmland soils of Beixiang Lake Group and Lucuo Group, and there was no abnormality in irrigation water quality. There were abnormal records in the irrigation channels upstream of Beixiang Lake Group. (4). Sediment quality management. Through the detection of heavy metals in the sediment and the investigation of water quality with cationic exchange resin, it was found that the problem of abnormal heavy metals in the sediment of the irrigation water source of Beixiang Lake Group in Pizitou Town can be attributed to the retention of road drainage and domestic sewage in the irrigation channels, which should be cleared regularly. (5). Contaminated sites supervising and verification. There are four contaminated sites in Chiayi City, one site is undergoing remediation projects, two sites are undergoing pollution surveys, and one site has completed remediation projects. This project is formulated and implemented to verify. (6). Gasline and diesel tank system management. This year, the declaration rate of gas stations reached 100%. The common problem is that the total amount is not balanced. Through investigation, the main reasons are failure to log in immediately and equipment failure. Completed inspections of 16 above-ground gasoline and diesel storage tanks. The main problem was insufficient anti-leakage facilities. Soil pollution survey results at 3 gas stations showed that soil TPH concentration was lower than legal standards. (7). Contaminated investigation of announcement enterprises. The A,B and C groups of business pollution counseling was completed as scheduled, and the Solvent Chemical Division of CPCorporation was selected based on the contaminated potential. The results showed that the TPH concentration in the soil did not exceeded the regulatory standards. This project invited two experts to coach Juyuhardware Company. Juyuhardware Company did not improve its factory management. After a pollution investigation, it was confirmed that the heavy metals zinc and nickel in the soil exceeded legal standards. (8). Other works. This project handled a solar photovoltaic promotion meeting, two campus environmental education sessions and a drama activity. Print 500 picture books. Manage performance appraisal system, propose innovative actions and conduct 5 polluting site review meetings.
